There are some good ideas here but the script potential has not been developed. The anger and frustration builds too quickly from nothing, possibly because every character has a quirk and an issue which has to be handled. The director has further complicated things by positioning the actor director and chief welfare officer in the auditorium - if you weren't in the front row with them, you wouldn't see the work they were doing. The cast all work hard, but the farcical aspects don't gel. The play either needs much more detail or fewer characters.
