A hapless but ambitious town planner arrives in the sleepy town of Noware. Assigned by head office to use all of his ideas in 'the middle of nowhere', within days the shop has a mini-roundabout inside it, toddlers are assigned L-plates and the Mayor has a speeding ticket for talking too fast! It becomes apparent to the locals that their way of life will never be the same again.
