Until the incident. After surviving a terrorist attack, Old Joe's remains the last place where people can come and go without a visa. There, an eccentric drag queen, a solitary letter thief, a decadent dictator, a fearless refugee, an officious bureaucrat and an invisible drifter meet for the first, and possibly last time.
