To most of the people of New Flood (officially Worst Town in Scotland), Vincent is a 'spaz'. But to those that know better he has something of the gift about him. Always looking for new ways to express his innovative anarchy, New Flood's new honour inspires Vincent to create his greatest work of art yet - to retain the title of Worst Town In Scotland year after year. The corrupt local council, enjoying the cash prize that accompanies the title, plan to isolate their community even further by obliterating all face to face contact. Vincent, realising the error of his ways, opts for the side of humanity and takes the council on - in a fight to the death?
